Report on Ordinance No. 43. of 1909.
I have examined the accompanying Ordinance, entitled
An Ordinance to amend the Order and Cleanliness Ordinance,
1867

and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructons
Under a Government Notification made under section 3 of Ordi-
-nance & of 1887 a fee of ten dollars has been charged for licences to money changers whereas this part of that Ordinance does not apply to the New Territories and a fee of five dollars should have been
charged under section 5 of Ordinance 2 of 1667.
The Ordinance increases the charge imposed under the last named Ordinance to ten dollars and legalises the collections hitherto made.
